Update: Unemployment Insurance/Payroll Tax
On Friday, February 17, both the House and the Senate passed H.R. 3630, the bill to extend, until December 31, 2012:
- unemployment benefits for the long-term unemployed,
- the payroll tax reduction for workers,
- elimination of the drastic cut in the repayment rate to doctors who treat Medicare patients, and
- Temporary Assistance for Needy Families (TANF)
The bill was sent to President Obama to sign into law.
It did not include the provision of cutting the Child Tax Credit for immigrants.

Hard Working Americans Face Being Cut Off of Unemployment Insurance
Millions of hard working Americans face being cut off of unemployment insurance (UI) unless Congress acts to fully renew the federal UI program that’s set to expire at the end of this month. House Republicans are holding up that urgent renewal, insisting instead on recklessly slashing benefits and imposing onerous new burdens on unemployed workers — cynically using the need to renew unemployment insurance as their opportunity to permanently alter and undermine it. Equally wrong is the proposal to pay for the extension by reducing the number of poor working families who are able to claim the Child Tax Credit. The change would affect 5.5 million children in immigrant families earning an average of $21,000 per year, resulting in a loss of $1,800 in income. We can’t slash benefits or deny a tax credit to the poorest working families while the richest among us continue to receive billions in tax breaks.(For more information: http://www.nilc.org/actcnow.html)
